7.Commonwealth of Nations Commonwealth, also called Commonwealth of Nations, formerly (1931–49) British Commonwealth of Nations, a free association of sovereign states comprising the United Kingdom and a number of its former dependencies who have chosen to maintain ties of friendship and practical cooperation and who acknowledge the British monarch as symbolic head of their association. In 1965 the Commonwealth Secretariat was established in London to organize and coordinate Commonwealth activities. The Commonwealth differs from other international bodies. It has no formal constitution or bylaws. The members have no legal or formal obligation to one another; they are held together by shared traditions, institutions, and experiences as well as by economic self-interest. Commonwealth action is based upon consultation between members, which is conducted through correspondence and through conversations in meetings. Each member country sends an emissary, called a high commissioner, to the capitals of the other members. A Commonwealth Heads of Government Meeting is held every two years. At the meeting in Singapore in 1971, members adopted a declaration that restated the Commonwealth’s voluntary and cooperative nature and committed the organization to promoting international peace, fighting racism, opposing colonial domination, and reducing inequities in wealth. This declaration was echoed at the meeting in Harare, Zimbabwe, in 1991, when leaders further committed the organization to human rights and democracy. Britain has huge overseas investments, both government and private, in the Commonwealth. When Britain joined the European Economic Community (later succeeded by the European Union [EU]) in 1973, the trade privileges of member countries began to be reduced. Now Commonwealth members have trade agreements with the EU. Many of the exports of Commonwealth countries go to other member countries. In 1996 the Commonwealth Africa Investment Fund was established to increase investment in that continent. There are also significant educational links between members, as many British teachers travel overseas and many students from Commonwealth members study in Britain. Other cultural links include the Commonwealth Games, a sporting competition held every four years. In addition to independent members, the Commonwealth also comprises dependent territories, which are formally governed by the United Kingdom, Australia, or New Zealand. Most of the older dependencies are colonies. Dependencies include Anguilla, Bermuda, the Cayman Islands, the Falkland Islands, Gibraltar, and the Turks and Caicos Islands (United Kingdom); Christmas Island, the Cocos Islands, the Coral Sea Islands, and Norfolk Island (Australia); and Niue and Tokelau (New Zealand). The United Kingdom has followed a policy of leading the dependencies toward self-government by creating territorial governments in them. These governments comprise a lawmaking body (often called the legislative council); an executive body (called the executive council), which with the governor is the executive authority; and an independent judiciary. At first government posts are appointive, but an increasing elected element is introduced, as constitutions are altered, until elected officials are made wholly responsible for local affairs. After a colony achieves internal self-government, its legislature may apply to the British Parliament for complete independence. The most obvious was by abstaining. The average overall turnout was just over 45%, by some margin the lowest ever recorded for elections to the European Parliament. And that average disguises some big variations: Italy, for example, notched up over 70%, but Sweden managed only 37%. Most depressing of all, at least to believers in the European project, was the extremely low vote in many of the new member countries from central Europe, which accounted for the whole of the fall in turnout since 1999. In the biggest, Poland, only just over a fifth of the electorate turned out to vote. Only a year ago, central Europeans voted in large numbers to join the EU, which they did on May 1st. That they abstained in such large numbers in the European elections points to early disillusion with the European Union—as well as to a widespread feeling, shared in the old member countries as well, that the European Parliament does not matter.
Disillusion with Europe was also a big factor in the second way in which voters protested, which was by supporting a ragbag of populist, nationalist and explicitly anti-EU parties. These ranged from the 16% who backed the UK Independence Party, whose declared policy is to withdraw from the EU and whose leaders see their mission as "wrecking" the European Parliament, to the 14% who voted for Sweden's Junelist, and the 27% of Poles who backed one of two anti-EU parties, the League of Catholic Families and Selfdefence. These results have returned many more Eurosceptics and trouble-makers to the parliament: on some measures, over a quarter of the new MEPS will belong to the "awkward squad". That is not a bad thing, however, for it will make the parliament more representative of European public opinion.
But it is the third target of European voters' ire that is perhaps the most immediately significant, the fact that, in many EU countries, old and new, they chose to vote heavily against their own governments. This anti-incumbent vote was strong almost everywhere, but it was most pronounced in Britain, the Czech Republic, Germany, Poland and Sweden. The leaders of all the four biggest European Union countries, Tony Blair in Britain, Jacques Chirac in France, Gerhard Schroder in Germany and Silvio Berlusconi in Italy, were each given a bloody nose by their voters.
The big question now is how Europe's leaders should respond to this. By a sublime (or terrible) coincidence, soon after the elections, and just as The Economist was going to press, they were gathering in Brussels for a crucial summit, at which they are due to agree a new constitutional treaty for the EU and to select a new president for the European Commission. Going into the meeting, most EU heads of government seemed determined to press ahead with this agenda regardless of the European elections—even though the atmosphere after the results may make it harder for them to strike deals.

Every year for more than a decade I"ve gone with some good male friends to the music festi- val. Women are not invited, but they do prepare a picnic for our trip. The better the food, the more likely we are to continue our annual tradition and give them peace at least one week out of the year.
When we"re not eating, we sit around in circles and talk about manly stuff: women, mostly.After years of this special journey I have figured out women are different from us, especially when it comes to how we communicate. Women don"t need to manufacture reasons to chat, but guys need excuses like outings or organized events.
And I"ve noticed that when women are in groups there can be several conversations going on at once. When men are in a group, one man talks, and everybody else listens. It"s like bluegrass jamming in a way; one musician plays the lead, and the rest try to follow.
I"ve had more heartfelt conversations with other men at the festival than I"ve had at any other time in my life, partly because there are no women there, and partly because we"re all a little drunk. It was males bonding over whatever parts we still had left. The festival is also the only place I"ve ever cried in front of other men.
As the years have slipped by, some in our group have lost parents and grandparents, some have divorced, and others have changed careers, not always on purpose. It seems that every year something distressing has happened to at least one member of our crew, and the rest of us are there to listen and offer support.
I hope that this column can offer some comfort to women: if your man heads out on a bowling or poker night with the guys, be happy. Chances are good he"s not fleeing you and the kids, but he"s running toward the conversations he can only have with other men, and he"ll come home the better for it.
