People are indulging in an illusion whenever they find themselves explaining at a cocktail
(鸡尾酒)party, say, that the are“in computers,”or“in telecommunications,”or“in electronic funds transfer”.The implication is that they are part of the high—tech world.Just between US,they usually aren’t.The researchers who made fundamental breakthroughs in those areas are in a high—tech business. The rest of us are (71) of their work.We use computers and other new technology components to develop our products or to organize our affairs.Because we go about this work in teams and projects and other tightly knit working group(紧密联系在一起的工作小组),we are mostly in the human communication business. Our successes stem from good human interactions by all participants in the effort, and our failures stem from poor human interactions.

The main reason we tend to focus on the (72) rather than the human side of the work is not because it’s more (73),but because it’s easier to do.Getting the new disk drive installed is positively trivial compared to figuring out why Horace is in a blue funk(恐惧)or why Susan is dissatisfied with the company after only a few months.Human interactions are complicated and never very crisp(干脆的,干净利落的)and clean in their effects, but they matter more than any other aspect of the work.

If you find yourself concentrating on the (74) rather than the (75) .you’re like the vaudeville character(杂耍人物)who loses his keys on a dark street and looks for them on the adjacent street because,as he explains,“The light is better there!”

One of the most visible locational decisions on.a high technology firm was made by the Microelectronics and Computer Technology Corporation(MCC).A joint venture of a dozen major computer and semi-conductor firms,MCC was founded to do research (21) advanced level technologies such as new generations of supercomputers, artificial intelligence and robotics. (22) a consortium created in 1982 by several firms,it had no home base or locational inertia, and began its search for a site by examining 57 cities across the country. The cities made polished sales pitches to lure the firm's eventual 400 engineers and scientists. The four finalists in the chase-Atlantis,Austin,San Diego and Raleigh-Durham,in the Research Triangle area of North Carolina, (23) .was particularly noted for high tech activity.

When Austin was choosen。its attractions to MCC were widely analysed by other would-be Silicon Valleys.Austin, the state capital,iS the site of the main campus of the University of Texas,a school that (24) among the top twenty in the country in research funding. The university's reputation, state commitments of further support, and the city's proven quality of life attractiveness (25) high tech people were the deciding factors.Austin and the State of Texas added to these attractions a package of financial and other incentives, including a favorable lease on land in the university's research park and subsidized mortgages (26) .relocating employees.

(27) return Austin had got not only the MCC.In the typical snowballing manner of high tech areas, several other companies have decided to move research (28) other advanced technology facilities there.Lockheed Missiles and Space Company,3M Corporation, and Motorola are among the firms which have added to theagglomeration of technical workers there, (29) the expense of cities like Minneapolis and Phoenix, where the companies have other facilities. As a matter of fact, the entire 100 mile corridor between Austin and San Antonio is nicknamed“Silicon Gulch”.San Antonio is the site of several computer biotechnology and electronics companies. (30) the“Gulch”will rival the San Francisco Bay and Boston regions in high technology will depend on its ability to spawn a succession of new firms as technology advances and changes.

When and how much? Those are the questions on the lips of investors, bondholders, and othe
r Federal Reserve watchers. The Fed kept interest rates on hold at its Mar. 19th meeting. But the accompanying statement, in which the Fed abandoned its view that economic weakness was the greatest risk in the outlook, makes it clear that policymakers are thinking about the timing of rate hikes in order to bring monetary policy back to a neutral stance.

Even so, there are other factors that argue for some rise in short-term rates—perhaps as early as June, as Wall Street expects. While the Fed's words lessen the chances of a rate hike at the May meeting, they do not set the criteria for a possible hike at the June 25-26 meeting.

The latest data seems to come down on the "evenly mixed" scenario. Businesses are backing off from last year's feverish pace of stock-cutting, but domestic demand is holding up. Factories are busier in response to rising Orders. In particular, the makers of tech equipment are boosting output at a rapid clip. At the same time, the wider trade gap in January suggests that some of the inventory swing is benefiting foreign producers. Keep in mind that a bigger trade gap subtracts from economic growth, but a rise in U.S. imports is necessary to give rise to a global rebound. That will eventually boost exports as well and help to better align monetary policy around the world.

The Fed's decision to shift to a neutral stance was probably made easier by the latest good news on industrial production. Output at factories, utilities, and mines increased 0.4% in February on top of a 0.2% January gain, which was first reported as a 0.l% loss. Manufacturing output rose 0.3% in each month, the best showing since mid-2000.

Surprisingly, the long-ailing tech sector is leading the charge. Tech production is growing at a double-digit annual rate in the first quarter, vs. almost no gain in the rest of manufacturing. But even that small rise in nontech manufacturing is a vast improvement from the steep declines of the previous six quarters. Just as tech is fueling the rebound in U.S. factory activity, tech imports are leading the import rise. Incoming shipments of tech goods jumped 14.6% in January, suggesting stronger capital spending.

As demand picks up, the Fed will want to remove itself from the equation of economic pluses and minuses. Step One was the shift in its view of the outlook. Step Two will be a series of rate hikes that will bring policy more in line with sustainable economic growth.

According to the author, the American economy

A.is nowhere near a sustainable growth.

B.is at its weakest point.

C.is near to complete recovery at hand.

D.is much better than it seems.
