Today, science and information are opening up new horizons for human development. They do so through the exchange of scientific knowledge, the expansion of education and training, and the promotion of creativity and intercultural dialogue.
Our organization is required therefore to help enlarge the spread of science and information through better education.
Yet science education does not take place only in universities and institutions of higher education. An early start must be made if we are to increase the numbers of students who are interested in pursuing a scientific career.
The uneven distribution of science and information between the industrialized and developing countries also raises concerns. According to a UN Report, industrialized countries, with only 15% of the world's population, are home to 88% of all Internet users. Less than 1% of people in South Asia are online, even though it is home to one-fifth of the world's population, The situation is even worse in Africa. There are only one million Internet users on the entire continent whereas in the UK alone there are 10.5 million. In other words, capacity-building is vital for the developing world if they are to become knowledge societies.
These are some of the key issues that I hope you will discuss during the upcoming meeting. In particular, I am keen to hear your views on how this meeting can make a difference and, indeed, how science and information can make a difference in building knowledge societies.

Societies differ in how they structure marriage relationships. Four patterns are found: monogamy, one husband and one wife are found; polygyny, one husband and two or more wives; polyandry, two or more husbands and one wife; and group marriage, two or more husbands and two or more wives. Although monogamy exists in all societies, Murdock discovered that other forms may be not only allowed but preferred. Of 238 societies in this sample, only about one-fifth were strictly monogamous.
Polygyny has been widely practiced throughout the world. The Old Testament reports that both King David and King Solomon had several wives. In his cross-cultural sample of 238 societies, Murdock found that 193 of them permitted husbands to take several wives. In one-third of these polygynous societies, however, less than one-fifth of the married men had more than one wife. Usually it is only the rich men in a society who can afford to support more than one family.
In contrast with polygyny, polyandry is rare among the world's societies. And in practice, polyandry has not usually allowed freedom of mate selection for women; it has often meant simply that younger brothers have sexual access to the wife of an older brother. Thus where a father is unable to afford wives for each of his sons, he may secure a wife for only his oldest son.
The Indian Ocean touches four different continents. To the south is Antarctica and to the east is Australia. Africa lies to the west and Asia lies to the north. There are several important islands in the Indian Ocean. These include Madagascar, the largest one, which is near Africa, and Sri Lanka, which is near India.
There is also a group of islands called the Seychelies near the African coast. The Indian Ocean is extremely important to the countries in southeast Asia. Strong winds from the Indian Ocean bring warm weather, and heavy rains are necessary for growing food.
