Aid America is a non-profit organization aimed at educating men, women, and children on he

alth and hygiene issues in Central America. Our goal is to improve the living and health standards in developing countries where clean water is not always available. Aid America operates in Belize, Honduras, and Nicaragua by offering free classes in areas such as health education, nutrition, exercise, and communicative disease control.

Interns must be able to adjust to a new cultural environment, particularly small towns and villages throughout Central America, and work in a bilingual setting. A working knowledge of Spanish is required. Interns must have completed their sophomore year of college and have taken at least two years of biological science courses.

Internships are available for three to six months. Living arrangements will be provided; however travel arrangements must be taken care of by the intern. All necessary school forms should be submitted to the organization for completion of university credit. This is an unpaid internship.

The group NAFSA, an association of international educators, says this is true of 81 percent of students. That is because not much financial aid is offered to foreign students in the United States. Foreign graduate students have more chances than undergraduate students do. Still, 47 percent of foreign graduate students pay for their studies with their own money or their family's money.

Most financial aid from government and private groups is restricted to American citizens. Some countries provide aid for their citizens to study in the United States, on the guarantee they return home to work.

For the very poorest countries, America strongly favors moving from loans to grants, though other industrial-country donors are still doubtful of the wisdom of this. The G7 meeting on April 19th and 20th ended with an unexpected decision to proceed with an American plan to include collective action clauses in future loans taken out by emerging-market governments. The idea is that in the event of a delay of payment -- such as that by Argentina last December -- a government could negotiate with a "super majority" of its creditors to restructure its debts, rather than, as now, have a small minority of creditors able to weaken such attempts.

This market-based approach is still controversial, and implementing it could be difficult given the previous reluctance of governments to include such clauses in loan contracts (lest they appear to be signaling a readiness to default (拖欠) even as they borrow). Work on IMF plans for more far-reaching reforms of supreme debt, on which the Bush team recently appeared to pour cold water, is to proceed at the same time. The two approaches, said the G7, are "complementary".

He singled out Zaire or a dictatorial government has followed policies that made AID operations ineffective. 'We can no longer expect to go to the Congress of the United States, to the American people and tell them that we're going to be investing their dollars in countries with governments such as the government of Zaire. That is the principal message of the announcement that we are making today.'
