nk town of Jenin. The incidents occurred only days after Secretary of State Colin Powell announced that a seven-day period free of violence would be the first test of the

US brokered cease-fire between Israel and the Palestinians.

The two sides disagree about when the test period began. Palestinian leader Yasser Ararat says that the countdown started last Wednesday. But Israel Prime Minister Ariel Sharon says there must be complete calm before moving on to the next phases, a six week cooling-off period and then the introduction of measures to rebuild trust.

Some officials say it appears a blast went off in the anthracite mine when workers detonated the explosives, but that's still under investigation.

At the mine, the accident knocked out the ventilation system, making it too dangerous for investigators to go down into the mine shaft. Regulators ordered the facility closed until the investigation is complete. The area has the nation's only deposits of anthracite, a type of hard, clean burning coal. A June inspection of the site turned up no violations and violations detected in August were fixed on site.
