Ladies and Gentlemen, It's my honor to be the guide to show you around our company. First of all, I'll introduce our factory to you. Our company 11 in the 1980s. We mainly produce electronic goods and export them all over the world. We 12 of about US$80 million last year, and our business is growing steadily. Honorable Ministers,

Your Excellencies,

Ladies and Gentlemen,

It is a great pleasure to welcome you to the first session of the Conference of the Parties to the WHO Framework Convention on Tobacco Control. One hundred and twenty one countries are now contracting parties to the Convention. Of these, 110 are here today, with full powers of participation. You represent nearly three quarters of the world's population. You represent nations at all levels of income and all stages of development. //In this powerful gathering, we have three of the five top tobacco-leaf exporting countries, and four of the five top cigarette-exporting countries. This group of countries represents 69% of the world's cigarette consumption. It might seem astonishing that this group is also preparing to put into action the roadmap for countries to control tobacco. But this group has already changed history. //

When the process began there was some skepticism over its success. The skeptics were wrong. You are driving change forward. To name some examples: India has introduced comprehensive tobacco advertising bans. Australia, Brazil, Canada, Singapore and Thailand have introduced highly visible graphic warnings on cigarette packets. The European Union is on its way to doing the same. In Ireland, Norway, and now in Spain, smoking has been banned in indoor public places. These, and other similar steps, will result in a major reduction in tobacco deaths. //

New York State passed a smoking ban. It termed this act its "strongest public health policy ever". Ironically, now it's said that the only place you can smoke with impunity in New York City is the United Nations Building. Both Ann Veneman and I have said that this is wrong. // Smoking should be banned in all UN premises. Also, cigarette sales should be banned in all United Nations premises. After all, the people who are smoking in the UN building sometimes are the representatives of the same Member States who have signed up to the Framework Convention. But it can be hard to put agreements into practice. We will all face this. //

Ladies and gentlemen, when we know that, in an Irish pub, a smoking ban can really work, then we know that anything is possible. Smoking is an advance contract. Those who smoke don't pay now, but will do so 30 to 40 years later, when their health fails. They pay with lung cancer, with obstructive airways disorders, with cardiovascular diseases. One in two smokers pays with their life. We have to help them stop smoking. We have to prevent them from starting. //

This convention is something that we all committed to. Its provisions are bold. They are based on knowledge of what is effective.

We will make it work.

When I was a very small boy just a few years old in the 50's, we used to have a race called Cross Harbour Swimming Contest and at that time whoever jumped off on Kowloon side and swam to Hong Kong side, and whoever finished crossing the harbour won the race. It was cancelled about two decades ago simply because the harbour was getting so dirty. Maybe not quite to the extent that Victor has so grimly and so vividly described just a few minutes ago, but it was cancelled because the water was simply so unsafe that anybody who jumped into the water might not emerge on the other side. The people actually put in very intense efforts about a decade ago because we wanted to clean up our harbour. So, for many of you visitors to Hong Kong, I hope you have a chance to enjoy one of the bargain tourist attractions of the world, which is to take a ride on the Star ferry going from Hong Kong to Kowloon and back, and you will find that the meaning of Hong Kong is a fragrant harbour and it doesn't stink Any more. I do urge you to try that most popular and best bargain tourism destination in the world.

The strong business participation in today's conference has demonstrated that sustainability is lot a threat to business. It is also clear, from the rack records of many businesses, that sustainability is not a gimmick nor is it a fad. To take the Hong Kong experience as an example: for at least a decade now, some of Hong Kong's most prominent and successful companies have been. progressively taking on the idea of sustainability in their business plans and practices. It is also the private sector that has been behind—and has funded—two important initiatives; the Business Environment Councih and the Association for Sustainable and Responsible Development in Asia. They promote sustainable development and responsible investment practices in this region. A number of well-established advocacy groups and think tanks have also successfully brought issues of environmentalism and sustainability into our public ' s minds.

Sustainable business involves using resources in a responsible manner. It is being aware of long-term viability and not just short-term balance sheet profits; and, above all, transparency. In a market-driven economy, such as Hong Kong's, it is absolutely right that the private sector should play a leading role in promoting and adopting all these objectives. The progress so far shows that there is vision, and consensus in our private sector, that go well beyond the bottom line.

Distinguished Guests, Ladies and Gentlemen,

First of all, I wish to congratulate the Independent Commission Against Corruption (ICAC) and the Interpol on the success of this conference, a conference which has attracted over 500 delegates including anti-corruption experts, law enforcers, representatives from world organizations, and financial institutions and academia from around the world. It is indeed a great honour for Hong Kong to co-host this global conference with the world's preeminent organisation.

I would also like to extend my warmest welcome to all our participants, who come from all over the world and yet share a commitment to the same cause. The participation of 65 law enforcement agencies from more than 59 jurisdictions and eight international organisations in this conference reflects a truly global partnership in fighting corruption.

Corruption is a social crime. Its adverse effects on a society can be very significant if left unchecked. It can erode the rule of law, undermine the efficiency of governments, stifle economic development, and in some cases may trigger social and political unrest.

With accelerated economic globalization and rapid advances in technology, corruption today transcends national boundaries, and has taken on a new dimension. It has become a means to facilitate and perpetuate syndicated crimes, including international money laundering schemes, massive commercial fraud scams, cross-border drug trafficking, smuggling of human beings and many other serious crimes.

To tackle corruption as a global issue and a cross-border crime, we need a global approach and a border-less alliance. Hong Kong's ICAC and Interpol have built up a very solid relationship over the years to combat corruption through the promotion of international co-operation and strategic alliance.

Hong Kong is a premier international financial center and is widely recognised as one of the most competitive and freest economies in the world. Among the many fundamental strengths that Hong Kong possesses, I am particularly proud that we are rated as one of the least corrupt places in the world.

Despite these achievements, there is no room for complacency. At the moment, we are facing tremendous challenges as our economy grapples with restructuring.

This conference provides a valuable forum for all participants to share experiences and to exchange ideas and initiatives for tackling corruption. I am sure everyone here will benefit in one way or another.

Ladies and Gentlemen,

I now declare the Conference open, and wish you a fruitful and very memorable stay in Hong Kong.
