2．积极推行招标采购。2000年上半年，在国家有关部门还没对招标采购做出具体规定时，物资装备部先后以静设备科、动设备科和电仪科为试点，分别对裂解炉辐射段护管、102码头趸船、聚丙烯包装线、热电厂电液平衡系统进行了采购招标，实现了采购物资：3200多万元，节约资金600多万元，达到了明显的效果，在总结经验的基础上制定了招标工作流程。
