But political influence is also closely tied to industrial competitiveness. It's often said that without its military the Soviet Union would really be a third-world nation. The new standard of power and influence that is evolving now places more emphasis on the ability of a country to compete effectively in the economic markets of the world.

America must recognize this new course of events. Our success in shaping world events over the past 40 years has been the direct result of our ability to adapt technology and to take advantage of the capabilities of our people for the purpose of maintaining peace. Our industrial prowess over most of this period was unchallenged. It is ironic that it is just this prowess that has enabled other countries to prosper and in turn to threaten our industrial leadership.

The competitiveness of America's industrial base is an issue bigger than the Department of Defense and is going to require the efforts of the major institutional forces in our society—government, industry, and education.

Now a nation's political influence depends on

A.the strength of its military forces.

B.its ability to compete in industry.

C.economic markets.

D.Both A and B.

Text 2

Nowadays, a standard for measuring power has changed. These changes foretell a new standard for measuring power. No longer will a nation's political influence be based solely on the strength of its military forces. Of course, military effectiveness will remain a primary measure of power.

Our industrial prowess(威力)over most of this period was unchallenged. It is ironic(有讽刺性的) that it is just this prowess that has enabled other countries to prosper and in turn to threaten our industrial leadership.

The competitiveness of America's industrial base is an issue bigger than the department of defense and is going to require the efforts of the major institutional forces in our society, government, industry, and education. That is not to say that the defense department will not be a strong force in the process. But we simply cannot be, nor should we be, looked upon by others as the savior(救星) of American industry.

Now a nation's political influence depends on______.

[A] the strength of its military forces

[B] its ability to compete in industry

[C] economic markets

[D] both A and B

te coverage on the civil unrest in the newly formed country of Karnak, where our man Stan Fielding is stationed. Stan...

M: This is Stan Fielding reporting live from the suburbs of the capital city. Just 20 minutes ago, rebel forces launched the biggest offensive against the ruling government in the 18-month conflict here in this country.

W: Now Stan, is this a sign that the peace process has been totally abandoned?

M: Well, so far, peace negotiations have failed, and any resolution to end the civil war appears bleak at this moment. As you can see... Whoa.

W: Stan, Stan, are you there?

M: Uh, yes, Shelly. As you can probably hear behind me, rebel forces are also using heavy artillery to pound the positions of government forces around the city center. Rebel forces are closing in, and it's feared that they will be able to take the capital building before daybreak where, it is believed, many government officials are holding out.

W: Now, besides the heavy fighting, what other pressing concerns are there for the citizens of the city?

M: Well, since the beginning of the conflict, starvation, and lack of clean water and adequate shelter have been the biggest daily obstacles facing the citizens of this war-torn country. It is believed that over 40,000 people, mostly children, have starved to death. Fortunately, no epidemics have broken out, but that is always a concern if this war lingers on.

W: Okay, that was Stan Fielding reporting. And we will keep you up-to-date as this story continues to unfold.

(23)

A.The latest developments of an armed rebellion in Karnak.

B.The fall of Karnak's capital city into the hands of the rebel forces

C.The epidemic that has just broken out in the country of Karnak.

听力原文: The State Department criticized the Nicaraguan government for allegedly refusing
to grant US officials access to Eugene Hasenfus. He's the survivor of Sunday's plane crash inside Nicaragua. State Department spokesman Charles Redmond said, "Our representative was not received by the Nicaraguan government And we view this with the utmost seriousness. The rendering of consular services is an essential part of the function of an embassy. The Sandinista government has once again taken action to make that function difficult and has raised the question of whether, indeed, a US embassy can function normally within Nicaragua. We frankly cannot accept the delay in granting consular access since the Sandinista government has apparently gone to some lengths to parade Mr. Hasenfus before the press, and considering the fact that a government spokesman stated clearly on American television that access would be granted. "Meanwhile President Bush today denied that the downed plane allegedly carrying arms to Contra rebels was operating under official US orders. He also acknowledged that the government has been aware that private American groups and citizens have been helping the anti-government forces in Nicaragua.

The US criticized the Nicaraguan government because ______.

A.the latter interfered in consular services of the US embassy.

B.the latter didn't receive one representative of US officials.

C.the former was mad at deeds of the Sandinista government.

D.the former worried about the safety of Eugene Hasenfus.
