John Battelle is Silicon Valley's Bob Woodward. One of the founders of Wired magazine, he has hung around Google for so long that he has come to be as close as any outsider can to actually being an insider. Certainly, Google's founders, Sergey Brin and Larry Page, and its chief executive, Eric Schmidt, believe that it is safer to talk to Mr. Battelle than not to do so.

The result is a highly readable account of Google's astonishing rise—the steepest in corporate history—from its origins in Stanford University to its controversial stockmarket debut and its current struggle to become a grown-up company while staying true to its youthfully brash motto, "Don't be evil". Mr. Battelle makes the reader warm to Google's ruling triumvirate—their cleverness and their good intentions—and fear for their future as they take on the world.

Google is one of the most interesting companies around at the moment. It has a decent shot at displacing Microsoft as the next great near-monopoly of the information age. Its ambition—to organise all the world's information, not just the information on the world wide web—is epic, and its commercial power is frightening, Beyond this, Google is interesting for the same reason that secretive dictatorships and Hollywood celebrities are interesting for being opaque, colourful and, simply, itself.

The book disappoints only when Mr. Battelle begins trying to explain the wider relevance of internet search and its possible future development. There is a lot to say on this subject, but Mr. Battelle is hurried and overly chatty, producing laundry lists of geeky concepts without really having thought any of them through properly. This is not a fatal flaw. Read only the middle chapters, and you have a great book.

To maintain a statistical measure of the quantity of goods shipped abroad and to provide a means of determining whether regulations are being met, most countries require ship ments abroad to be accompanied by an export declaration. Usually such a declaration, presented at the port of exit, includes the names and addresses of the principals involved, the destination of the goods, a full description of the goods, and their declared value. When manufacturers are exporting from the United States, Customs and the Department of Cormmerce require an export declaration for all shipments. If specific licenses are required to ship a particular commodity, the export license must be presented with the export declaration for proper certification. It thus serves as the principal means of control for regulatory agencies of the U.S. government.

In exporting, the bill that the exporter or consignor sends to the importer or consignee is called a commercial invoice. This invoice lists full particulars of the shipment. The marks, the number of packages, an accurate packing list, and a full description of the merchandise should appear on the commercial invoice. It should state the name of the ship (if ocean transportation is used), the name and address of the consignee, the contract number, the code word for the contract if one is used, the price per unit of the merchandise, and the total price of the shipment. The commercial invoice should also show the nature of the price quotation, whether the merchandise is sold FOB factory, FAS vessel, or ClF port of destination.

Another essential shipping document for shipments to some countries is the consular invoice. This is a document obtained by the exporter in his or her country from the governmental representative of the importer's country. It was originally designed to help ensure that fair market values would be listed on the invoices prepared by the exporter. Thus the exporter must prepare and haw certified before the foreign consul or representative a document containing all essential details of the sale. After certification the document is forwarded to the buyer for presentation to customs with the customs declaration, ostensibly for use in determining the amount of tariff to be levied.

In recent years, a number of countries including the United States and the Philippines, have eliminated the requirement for the consular invoice. But where they are still required, they must be provided.

The packing list is sometimes displayed on the commercial invoice, or it may be a separate document, depending on the number of packages and the complexity of the list. It should contain, item by item, the contents of cases or containers in a shipment. The items should

be listed separately with their weight and description set forth so as to make a complete check of the contents of each package possible upon arrival at the port of destination or the customs office. This information is also useful for the consignee. Any variation in description from the commercial invoice or consular invoice usually subjects the consignee to large fines, which are then passed on to the exporter.

These contain a wide variety of special inspection certificates issued by various authorities and may be required by the importer to meet his or her own or government requirements. These documents certify as to purity and absence of disease, and are issued to cover food products, plants, seeds, and live animals. So why, reading experts ask, do schools expect children to read — and love to read — when they are given material that is frequently too hard for them?

Science and social studies textbooks arc at least a grade above the reading levels of many students, experts say, and in some suburban and urban school systems, reading lists can include books hard for some adults to tackle.

Toni Morrison's award-winning novel "Beloved," about a former slave' s decision to kill her child rather than see her enslaved, is on some middle schools' lists for kids to read unassisted. And elementary schools sometimes ask students to read books such as "The Bridge to Terabithia," with themes about death and gender roles that librarians say are better suited for older children.

To be sure, pushing some students to challenge themselves is important, educators say. But there are points where kids read books before they can truly comprehend them and then lose the beauty of the work.

"Teachers studied ' The Great Gatsby' in college and then want to teach that book because they have smart things to say about it, and they teach it in high school," Catkins said. "Then schools want to get their middle school kids ready for high school so they teach them ' The Catcher in the Rye.' It' s a whole cultural thing."

In large part, he Richard Allington, a leading researcher on reading instruction and a professor of reading education at the University of Tennessee, blames inappropriately chosen books for students' reading woes, especially in school systems where large percentages of children read below grade level. The average fifth-grade student in Detroit and Baltimore, for example, reads at a third-grade level, he said, but schools still give them fifth-grade core reading and social studies texts.

That, he said, crushes a child' s motivation.

"If you made me education magician and I had one thing that l could pull off, it would be that every kid in this country had a desk full of books that they could actually read accurately, fluently, with comprehension," he said.

Soft Sinozich, a seventh-grader in the Humanities and Communications Magnet Program at Eastern Middle School in Montgomery County, said she would like to be assigned books that speak to her.

In sixth-grade English, "graphic novels [were] excluded, which annoyed many of us," said Sofi, who is partial to Japanese comics called manga because she finds the style. beautiful and the stories well done.

Many teachers exclude graphic novels and comics from reading lists, even though a graphic novel was nominated for the National Book Award this year. And Archbishop Desmond Tutu, a Nobel Peace Prize winner, has said he learned to read through comics after his schoolmaster father disregarded others who said they would lead to no good.

So should kids read Shakespeare or the comics? Graphic novels or "To Kill a Mockingbird"? Reading experts say they should read everything — when they are ready to understand what they are reading.
