At the heart of the debate over illegal immigration lies one key question: are immigrants good or bad for the economy? The American public overwhelmingly thinks they're bad. Yet the consensus among most economists is that immigration, both legal and illegal, provides a small net boost to the economy. Immigrants provide cheap labor, lower the prices of everything from farm produce to new homes, and leave consumers with a little more money in their pockets. So why is there such a discrepancy between the perception of immigrants' impact on the economy and the reality?

There are a number of familiar theories. Some argue that people are anxious and feel threatened by an inflow of new workers. Others highlight the strain that undocumented immigrants place on public services, like schools, hospitals, and jails. Still others emphasize the role of race, arguing that foreigners add to the nation's fears and insecurities. There's some truth to all these explanations, but they aren't quite sufficient.

To get a better understanding of what's going on, consider the way immigration's impact is felt. Though its overall effect may be positive, its costs and benefits are distributed unevenly. David Card, an economist at UC Berkeley, notes that the ones who profit most directly from immigrants' low-cost labor are businesses and employers—meatpacking plants in Nebraska, for instance, or agricultural businesses in California. Granted, these producers' savings probably translate into lower prices at the grocery store, but how many consumers make that mental connection at the checkout counter? As for the drawbacks of illegal immigration, these, too, are concentrated. Native low-skilled workers suffer most from the competition of foreign labor. According to a study by George Boreas, a Harvard economist, immigration reduced the wages of American high-school dropouts by 9% between 1980 -2000.

Among high-skilled, better-educated employees, however, opposition was strongest in states with both high numbers of immigrants and relatively generous social services. What worried them most, in other words, was the fiscal (财政的) burden of immigration. That conclusion was reinforced by another finding; that their opposition appeared to soften when that fiscal burden decreased, as occurred with welfare reform. in the 1990s, which curbed immigrants' access to certain benefits.

The irony is that for all the overexcited debate, the net effect of immigration is minimal. Even for those most acutely affected—say, low-skilled workers, or California residents—the impact isn't all that dramatic. "The unpleasant voices have tended to dominate our perceptions," says Daniel Tichenor, a political science professor at the University of Oregon, " But when all those factors are put together and the economists calculate the numbers, it ends up being a net positive, but a small one. " Too bad most people don't realize it.

What can we learn from the first paragraph?

A.Whether immigrants are good or bad for the economy has been puzzling economists.

B.The American economy used to thrive on immigration but now it's a different story.

C.The consensus among economists is that immigration should not be encouraged.

D.The general public thinks differently from most economists on the impact of immigration.

Two separate surveys suggest that Britain's teenagers are amongst the heaviest drug-users and drinkers in Europe. The British government has introduced a number of measures to tackle the use and supply of drugs, particularly among young people.

The European School Survey Project on Alcohol and Other Drags interviewed 15-and 16- year olds in 35 countries. Twenty six percent of boys and 29 percent of girls in the United Kingdom had indulged in binge drinking at least three times in the previous month. For the purpose of the study, binge drinking was classed as having more than five alcoholic drinks in a row. In the same survey, 42 percent of boys and 35 percent of girls admitted they had tried illegal drugs at least once.

According to another survey, by the European Monitoring Center for Drugs and Drug Addiction, two in five 15-year-olds in the United Kingdom have tried cannabis. This number is higher than anywhere else in Europe. The United Kingdom has also the joint highest number of young cocaine users, alongside Spain.

The British government has recently unveiled new plans to fight the problem of drug abuse in the United Kingdom, also among teenagers. According to the new proposals, young offenders will have to attend drug treatment as part of community service. British police will be able to give people blood tests for drugs when they arrest them, not just when they charge them with an offence. Dealers working near a school or using children to help sell drugs will face tougher penalties.

But schools also try to fight the problem of drug use themselves. At the beginning of 2005, a British state school has introduced for the first time random drug testing. Students from a school in Kent will have mouth swabs taken to detect drug use. Each week 20 names will be selected by computer and the swabs sent off to a drug testing laboratory. Results will be available three days later. The school's head teacher says that no child will be tested against his or her wishes. Children who test positive will not be expelled from the school, but those who sell drugs will.

According to the passage, which one is NOT TRUE?

A.In the UK, 29 percent of the boys surveyed in the UK tried binge drink at least 3 times in the previous month.

B.42 percent of boys surveyed had attempted illegal drugs.

C.There are more girls indulging in binge drinking according to the survey.

D.Binge drinking is defined as drinking more than 5 alcohol one after another.

The Americans with Disabilities Act (ADA) was signed into law in 1990. This law extents civil rights protection to persons with disabilities in private sector employment, all public services and in public accommodations, transportation, and telecommunications. A person with a disability is defined as someone with a mental or physical impairment that substantially limits him or her in major life activity, such as walking, talking, working, or self-care. A person with a disability may also be someone with a past record of such an impairment, for example, someone who no longer has heart disease but is discriminated against because of that history.

The ADA states that employers with fifteen or more employees may not refuse to hire or promote a person because of a disability if that person is qualified to perform. the job. Also, the employer must make reasonable accommodations that will allow a person with a disability to perform. essential functions of the job. All new vehicles purchased by public transit authorities must be accessible to people with disabilities. All rail stations must be made accessible, and at least one car per train in existing rail systems must be made accessible.

It is illegal for public accommodations to exclude or refuse persons with disabilities. Public accommodations are businesses and services such as restaurants, hotels, grocery stores, and parks. All new buildings must be made accessible, and existing facilities must remove barriers if the removal can be accomplished without much difficulty or expense.

The ADA also stipulates that companies offering telephone service to the general public must offer relay services to individuals who use telecommunications devices for the deaf, twenty-four hours a day, seven days a week.

What is the main purpose of the passage?

A.To describe discrimination against persons with disabilities.

B.To explain the provisions of the Americans with Disabilities Act.

C.To make suggestions for hiring persons with disabilities.

D.To discuss telecommunications devices for the deaf.

Columbia University said yesterday that it had notified students involved in disrupting a talk-show program in early October that they were being charged with violating university rules of demonstrations. The university did not disclose the number of students charged with violations.

Columbia's president, Lee C. Bollinger, announced the disciplinary proceedings in a letter to the university community yesterday that was also released publicly. But he said he would not provide further details because of federal rules governing student privacy.

The charges will be heard next semester by the deans of the individual schools that the students are enrolled in. Possible sanctions include disciplinary warning, censure, suspension and dismissal.

Mr. Bollinger noted that as president, he is also the "final avenue of appeal for those found to be in violation of University Rules".

The disrupted program was sponsored by a campus Republican group on Oct. 4. Its speakers were from the Minuteman Project, which opposes illegal immigration and has mounted civilian border patrols.

Protesters unfurled a banner on stage during one speech, and were then attacked by the speaker's supporters, including some from outside Columbia. The melee(混战) was broken up by Columbia security officers.

Mr. Bollinger said the university would tighten rules governing all student events, and require advance agreements about how events will be staged and who from outside Columbia will be allowed to attend. Mr. Bollinger also said that several of the outsiders involved in the melee had been notified that they would no longer be allowed on campus.

Eva Fortes, a sophomore who plans to major in comparative literature and society and to minor in linguistics, expressed concern about the light sanctions for the non-Columbia people who were involved in the scuffle.

"It kind of upset me," she said, "that people not affiliated with Columbia and who came and breached university policy, they're just getting told, 'Don't come back', when they were involved in physical assaults."

Which of the following words best describes the tone of the article?

A.Indifferent.

B.Sarcastic.

C.Informative.

The Supreme Court's decisions on physician-assisted suicide carry important implications for how medicine seeks to relieve dying patients of pain and suffering.

Although it ruled that there is no constitutional right to physician-assisted suicide, the Court in effect supported the medical principle of "double effect", a centuries-old moral principle holding that an action having two effects--a good one that is intended and a harmful one that is foreseen--is permissible if the actor intends only the good effect.

Doctors have used that principle in recent years to justify using high doses of morphine (吗啡) to control terminally iii patients' pain, even though increasing dosages will eventually kill the patient.

Nancy Dubler, director of Montefiore Medical Center, contends that the principle will shield doctors who "until now have very, very strongly insisted that they could not give patients sufficient mediation to control their pain if that might hasten death," .

George Annas, chair of the health law department at Boston University, maintains that, as long as a doctor prescribes a drug for a legitimate medical purpose, the doctor has done nothing illegal even if the patient uses the drug to hasten death. "It's like surgery," he says. "We don't call those deaths homicides (杀人) because the doctors didn't intend to kill their patients, although they risked their death. If you're a physician, you can risk your patient's suicide as long as you don't intend their suicide."

On another level, many in the medical community acknowledge that the assisted-suicide debate has been fueled in part by the despair of patients for whom modern medicine has prolonged the physical agony of dying.

Just three weeks before the Court's ruling on physician-assisted suicide, the National Academy of Science (NAS) released a two-volume report, Approaching Death: Improving Care at the End of Life. It identifies the under-treatment of pain and the aggressive use of "ineffectual and forced medical procedures that may prolong and even dishonor the period of dying" as the twin problems of end-of-life care.

The profession is taking steps to require young doctors to train in hospices (临终医院), to test knowledge of aggressive pain management therapies, to develop a medicare billing code for hospital-based care, and to develop new standards for assessing and treating pain at the end of life.

Annas says lawyers can play a key role in insisting that these well-meaning medical initiatives translate into better care. "Large numbers of physicians seem unconcerned with the pain their patients are needlessly and predictably suffering", to the extent that it constitutes "systematic patient abuse". He says medical licensing boards "must make it clear.., that painful deaths are presumptively ones that are incompetently managed and should result in license suspension."

From the first three paragraphs, we learn that______.

A.doctors used to increase drug dosages to control their patients' pain

B.it is still illegal for doctors to help the dying end their lives

C.the Supreme Court strongly opposes physician-assisted suicide

D.patients have no constitutional right to commit suicide

Much of Canada' s forestry production goes towards making pulp and paper. According to the Canadian Pulp and Paper Association, Canada supplies 34% of the world' s wood pulp and 49% of its newsprint paper. If these paper products could be produced in some other way, Canadian forests could be preserved. Recently, a possible alternative way of producing paper has been suggested by agriculturalists and environmentalists: a plant called hemp.

Hemp has been cultivated by many cultures for thousands of years. It produces fibre which can be made into paper, fuel, oils, textiles, food, and rope. For centuries, it was essential to the economies of many countries because it was used to make the ropes and cables used on sailing ships; colonial expansion and the establishment of a world - wide trading network would not have been feasible without hemp. Nowadays, ships' cables are usually made from wire or synthetic fibres, but scientists are now suggesting that the cultivation of hemp should be revived for the production of paper and pulp. According to its proponents, four times as much paper can be produced from land using hemp rather than trees, and many environmentalists believe that the large- scale cultivation of hemp could reduce the pressure on Canada's forests.

However, there is a problem: hemp is illegal in many countries of the world. This plant, so useful for fibre, rope, oil, fuel and textiles, is a species of cannabis, related to the plant from Which marijuana is produced. In the late 1930s,a movement to ban the drug marijuana began to gather force, resulting in the eventual banning of the cultivation not only of the plant used to produce the drug, but also of the commercial fibre - producing hemp plant. In fact, marijuana cannot, be produced from the hemp plant, since it contains almost no THC (the active ingredient in the drug).

In recent years, a movement for legalization have been gathering strength. It is concerned only with the hemp plant used to produce fibre; this group wants to make it legal to cultivate the plant and sell the fibre for paper and pulp production.

Why is pulp and paper production important to Canada?

A.Canada needs to find a way to use all its spare wood.

B.Canada publishes a lot of newspapers and books.

C.Pulp and paper export is a major source of income for Canada.

D.Hemp is a traditional plant of Canada.

In this new era, the single most immediate and most serious challenge to America traditional identity comes from the immense and continuing immigration from Latin America, especially from Mexico, and the fertility (生育) rates of these immigrants compared to black and white American natives. Americans like to boast of their past success in assimilating (同化) millions of immigrants into their society, culture, and politics. But Americans have tended to generalize about immigrants without distinguishing among them and have focused on the economic costs and benefits of immigration, ignoring its social and cultural consequences. As a result, they have overlooked the unique characteristics and problems posed by contemporary Hispanic immigration. The extent and nature of this immigration differ fundamentally from those of previous immigration, and the assimilation successes of the past are unlikely to be copied with the contemporary flood of immigrants from Latin America. This reality poses a fundamental question: Will the United States remain a country with a single national language and a core culture? By ignoring this question, Americans acquiesce (默认)to their eventual transformation into two peoples with two cultures and two languages.

The impact of Mexican on the United States becomes evident when One imagines what would happen if Mexican immigration abruptl5 stopped. The annual flow of legal immigrants would drop by about 175000 closer to the level recommended by the 1900s Commission on Immigration Reform. chaired by former US congresswoman Barbara Jordan. Illegal entries would decrease dramatically. The wages of low-income US citizens would improve. Debates over the use of Spanish and whether English should be made the official language of state and national governments would go. Bilingual education and the controversies it causes would virtually disappear, as would controversies over welfare and other benefits for immigrants. The debate over whether immigrants pose an economic burden on state and federal governments would be decisively resolved in the negative. The average education and skills of the immigrants continuing to arrive would reach their highest levels in US history. The inflow of immigrants would again become highly different, creating increased stimulations for all immigrants to learn English and absorb US culture. And most important of all, the possibility of an actual split between a predominantly Spanish-speaking US and an English speaking US would disappear, and with it, a major threat to the country's cultural and political integrity.

What made Americans very proud in the past was ______.

A.their strong economic and political power on world stage

B.their capability on involving other people into their culture

C.their great tolerance of the cultural features of immigrants

D.their high fertility rate of native blacks and whites

"Tear ' em apart ! .... Kill the fool ! .... Murder the referee(裁判)!"

These are common remarks one may hear at various sporting events. At the time they are made , they may seem innocent enough. But let' s not kid ourselves . They have been known to influence behavior. in such a way as to lead to real bloodshed. Volumes have been written about the way word affect us. It has been shown that words having certain connotations(含义)may cause us to react in ways quite foreign to what we consider to be our usual humanistic behavior. I see the term "opponent" as one of those words. Perhaps the time has come to delete it from sports terms.

The dictionary meaning of the term "opponent" is "adversary"; "enemy"; "one who opposes your interests. "Thus, when a player meets an opponent , he or she may tend to every action no matter how gross , may be considered justifiable. I recall an incident in a handball game when a referee refused a player' s request for a time out for a glove change because he did not consider them wet enough . The player proceeded to rub his gloves across his wet T - shirt and then exclaimed, "Are they wet enough now?"

In the heat of battle, players have been observed to throw themselves across the court without considering the consequences the such a move might have on anyone in their way. I have also witnessed a play er reacting to his opponent' s intentional and illegal blocking by deliberately hitting him with the ball as hard as he could during the course of play. Off the court, they are good friends. Does that make any sense? It certainly gives proof of a court attitude which departs from normal behavior.

Therefore, I believe it is time we elevated(提升)the game to the level where it belongs, thereby setting an example to the rest of the sporting world. Replacing the term "opponent" with" associate" could be an ideal way to start.

The dictionary meaning of the term "associate" is "colleague" ;"friend" ;" companion." Reflect a moment! You may soon see and possibly feel the difference in your reaction to the term "associate" rather than "opponent".

Which of the following statements best expresses the author' s view?

A.The words people use can influence their behavior.

B.Unpleasant words in sports are often used by foreign athletes.

C.Aggressive behavior. in sports can have serious consequences.

D.Unfair judgments by referees will lead to violence on the sports field.

Go to iTunes or Rhapsody and search for "Beatles" and where do you wind up? Nowhere, man. The greatest rock group ever doesn't sell its songs online. That's why the managing director of the Beatles' record label, Neil Aspinall, made a stir recently when he revealed that the Fab Four were finally planning to sell their songs on Internet stores --but only after a long-term project of remastering the songs was completed.

During their heyday, the mop tops could get away with anything (like selling watered-down versions of their U.K. albums in America, or "Revolution No. 9"). But the Beatles today (the living members and heirs of George and John) don' t seem to understand that even they can' t control the Internet. A glimpse of their thinking came in 2004, when the group considered going online with a service other than iTunes. Microsoft was building an Internet store to compete with iTunes, and the Fab Four's people actually discussed terms with the Softies. According to a source close to the negotiations (who would not be identified because of the sensitivity of the issue), the Beatles wanted $15 million for starters -- not as an advance against royalties, but a cash payout-- for a window of exclusivity that would end after 90 days. After that the Beatles would be free to sell their songs everywhere else on the Net. Even worse, the Beatles demanded that their tunes be treated differently from any other songs in the store. "It would be a walled garden, a Beatles store within the store," the source told me. "If you bought a Beatles song, you'd go immediately to checkout and wouldn't be able to add anyone else's songs to the purchase." This approach is antithetical to what makes an online music store successful -- it must be so convenient and delightful that people pay for what is available on the file-sharing services free of charge. Microsoft walked away.

The Beatles' stance only hurts the band. Their obstinacy has not deterred millions of fans from loading Beatles music on computers and MP3 players -- it just means that no one pays for the songs. Even George W. Bush has figured out how to get Beatles songs on his iPod. People simply rip the CDs they already own into iTunes or other jukebox software. Or they use their friends' CDs. Or they grab the songs online; according to the market-research firm NPD Group, the Beatles are the fifth most popular band among illegal downloaders.

During the mania years of the 1960s, John Lennon once described the Beatles as being bigger than Jesus. But in 2006, the Internet is bigger than the Beatles. Instead of fighting the Net, the Beatles can use it to reinvigorate their glory. What happened to "We can work it out"?

The following statements are correct except ______.

A.you can not buy a Beatles record in iTunes

B.Beatles are planning to sell their music on the internet

C.Beatles once controlled the Internet

D.Beatles have tried to sell their music on the Internet before
