For decades, arms-control talks centered on nuclear weapons. This is hardly surprising, since a single nuclear bomb can destroy an entire city. Yet, unlike smaller arms, these immensely powerful weapons have not been used in war in over 50 years.

Historian John Keegan writes: “Nuclear weapons have, since August 9, 1945, killed no one. The 50,000,000 who have died in war since that date have for the most part, been killed by cheap, mass-produced weapons and small ammunition, costing little more than the transistor radios which have flooded the world in the same period. Because small weapons have disrupted life very little in the advanced world, outside the restricted localities where drug-dealing and political terrorism flourish, the populations of the rich states have been slow to recognize the horror that this pollution has brought in its train.

Why have small arms become the weapons of choice in recent wars? Part of the reason lies in the relationship between conflict and poverty. Most of the wars fought during the 1990s took place in countries that are poor----too poor to buy sophisticated weapon systems. Small arms and light weapons are a bargain. For example, 50 million dollars, which is approximately the cost of a single modern jet fighter, can equip an army with 200,000 assault rifles.

Another reason why small weapons are so popular is that they are lethal. A single rapid-fire assault rifle can fire hundreds of rounds a minute. They are also easy to use and maintain. A child of ten can be taught to strip and reassemble a typical assault rifle. A child can also quickly learn to aim and fire that rifle into a crowd of people.

The global traffic in guns is complex. The illegal trade of small arms is big. In some African wars, paramilitary groups have bought billions of dollars’ worth of small arms and light weapons, not with money, but with diamonds seized from diamond-mining areas.

Weapons are also linked to the illegal trade in drugs. It is not unusual for criminal organizations to use the same routes to smuggle drugs in one direction and to smuggle guns in the other.

In the 1800's, trains roared into stations. They were symbols of progress and expansion. They played as much of a role in America's history as presidents and generals.

The first American railroads were built in the late 1820's. The early railroads provided cheap transportation for shippers and travelers. To encourage the railroads to expand into unsettled lands, President Millard Fillmore signed a series of landgrant acts (土地拨赠法案) in the 1850's. These acts gave the railroad companies ownership of land that ran along the railways. In return for the land, the railroads carried government traffic at reduced rates. The railroad companies sold much of their land to farmers and cattlemen, who then shipped their goods on the trains.

The importance of the railroads became clear during the Civil War. During the war, trains carried troops, arms, and supplies. One reason that the North won the war is that it had more use of the railroads.

Henry Kissinger may be the most successful, certainly the most flamboyant, Secretary of State to hold that office in modern times. When he was appointed in the late 1960's, there were no American ties with Communist China, Vietnam and Berlin seemed ready to draw the United States into a third world war, and Russia was seen as "the enemy".

But all this has changed, and Henry Kissinger caused much of the change; in 1971, he made his first trip to China, a trip that was the beginning of the current ties between the United States and China. He brought the United States and Russia closer together on major issues by the policy he called "detente", literally meaning a relaxation. His philosophy was always to talk and to bring together. With these two policies, Kissinger did much to draw attention away from any possible Russia-American friction.

In 1973 he made his first visit to Egypt. Here he was able to begin U.S. relations with Egypt. He used his contact later to begin the sort of talks that the American press called "shuttle diplomacy". For ninety-nine days, he "shuttled" back and forth on flights between Cairo and Jerusalem to work out a step-by step withdrawal of Israeli troops from the Sinai desert. His wit, his careful approach to detail, and his presence made "shuttle diplomacy" work. It was the only successful approach to Mid-east peace in the thirty years since the state of Israel was founded.

Another major work was the Strategic Arms Limitation Talk. Though his term in office passed with the treaty unsigned, Kissinger left a draft of the treaty to which the Russians had already agreed. The SALT treaty spelled out a one-tenth reduction in nuclear arms, a major accomplishment by any standard, even if one does not consider all the other conditions and limitations included in the treaty.

Even though he successfully helped bring an end to the Vietnam War, Kissinger's final days in office were affected, as was the entire executive branch in one way or another, by the scandals of the Nixon White House. Kissinger's critics point to his role in placing wiretaps on the phones of reporters and officials and to what they consider his "high-handed" approach to setting foreign policy. But Kissinger, during the last few months of the Nixon presidency, limited the effects of American domestic problems on our foreign policy. He continued talks in the Middle East. He continued close contact with the Soviet Union.

History will decide in the final view, as Kissinger—and many presidents—often said, on the value of his service. Whatever they decide, whether his actions are finally to be considered wise or foolish, he had a personal vision that will be difficult to match.
