at the nation restrict its nuclear activities to civilian purposes, a leading Genuan legislator said.

"The Europeans are very clear about that," Volker Ruehe, chairman of the foreign affairs committee in the German parliament, said Wednesday.

Ruehe was in Washington primarily to talk to Bush administration officials about Germany' s drive for a reorganization of the U.N. Security Council that would give Germany a permanent seat.

On a recent visit to Iran, Ruehe said, he found lower-level Iranian officials saying openly "they want to go nuclear." He said they view having nuclear weapons as a matter of national pride, which makes negotiating a ban on weapon development a political problem.

With strong U.S. support, Germany, Britain and France have taken the lead in seeking a negotiated settlement.

If talks fail, the United States and the allies have agreed to take their concerns to the International Atomic Energy Agency's board in Vienna and probably then to the U.N. Security Council, where the United States would be expected to push for economic and political sanctions.
