The management of logistical (物流的) operation is about movement and storage of materials

The management of logistical (物流的) operation is about movement and storage of materials and finished products. Logistical operations start with the initial shipment of a material or component part from a supplier and are finished when a manufactured or processed product is delivered to a customer.

From the initial purchase of a material or component, the logistical process adds value by moving inventory (移动库存) when and where needed. If all goes well, a material gains value at each step of its transformation into finished inventory. In other words, an individual part has greater value after it is put into a machine. Likewise, the machine has greater value once it is delivered to a buyer.

To support manufacturing, work-in-process inventory must be moved to support final assembly. The cost of each component and its movement becomes part of the value-added process. The final or meaningful value that is added occurs only with final ownership transfer of products to customers when and where specified.

For a large manufacturer, logistical operations may consist of thousands of movements, which finally develop into the delivery of products to an industrial user, retailer, wholesaler, dealer, or other customer. For a large retailer, logistical operations may start with gaining products for resale and may finish with consumer pickup or delivery. For a hospital, logistics starts with purchasing and ends with full support of patient surgery and recovery. The significant point is that regardless of the size and type of enterprise, logistics is essential and requires continuous management attention. For better understanding it is useful to divide logistical operations into three areas: physical distribution, manufacturing support, and procurement(筹措、采购) .

Logistical operations are concerned with______.

A.transfer of materials and finished products

B.manufacturing of materials and finished products

C.inventory of materials and finished products

D.both A and C

(a) Explain the purpose of a value for money audit. (4 marks)

(b) Bluesberry hospital is located in a country where healthcare is free, as the taxpayers fund the hospitals which are owned by the government. Two years ago management reviewed all aspects of hospital operations and instigated a number of measures aimed at improving overall ‘value for money’ for the local community. Management have asked that you, an audit manager in the hospital’s internal audit department, perform. a review over the measures which have been implemented.

Bluesberry has one centralised buying department and all purchase requisition forms for medical supplies must be forwarded here. Upon receipt the buying team will research the lowest price from suppliers and a purchase order is raised. This is then passed to the purchasing director, who authorises all orders. The small buying team receive in excess of 200 forms a day.

The human resources department has had difficulties with recruiting suitably trained staff. Overtime rates have been increased to incentivise permanent staff to fill staffing gaps, this has been popular, and reliance on expensive temporary staff has been reduced. Monitoring of staff hours had been difficult but the hospital has implemented time card clocking in and out procedures and these hours are used for overtime payments as well.

The hospital has invested heavily in new surgical equipment, which although very expensive, has meant that more operations could be performed and patient recovery rates are faster. However, currently there is a shortage of appropriately trained medical staff. A capital expenditure committee has been established, made up of senior managers, and they plan and authorise any significant capital expenditure items.

Required:

(i) Identify and explain FOUR STRENGTHS within Bluesberry’s operating environment; and (6 marks)

(ii) For each strength identified, describe how Bluesberry might make further improvements to provide the best value for money. (4 marks)

(c) Describe TWO substantive procedures the external auditor of Bluesberry should adopt to verify EACH of the following assertions in relation to an entity’s property, plant and equipment;

(i) Valuation;

(ii) Completeness; and

(iii) Rights and obligations.

Note: Assume that the hospital adopts International Financial Reporting Standards. (6 marks)

Advice on Staff Career Development

For many employees, automatic promotion up the ranks of a company is becoming increasingly rare. A new study suggests that, in response, employers need to consider how they can help staff develop their careers.

Employers need to rethink their approach to career management completely, according to the latest research by the Institute of Employment Studies. The new study finds that in fact there is little opportunity for individual career development in many large organizations. The main reasons for this, it concludes, are the recent cuts in the number of middle-management posts, and the changes that have taken place in the responsibilities of personnel departments. The Institute of Employment Studies makes it clear that it is not good practice for companies to hand over career development-to individual employees and then simply leave them to get on with it. (8)

So how should employers help their staff develop a career? Most employees have come to accept that career development is not always the same thing as upward promotion and a higher salary. (9) They must also ensure that these opportunities are extended to all their staff and not just to selected individuals.

Nick Bridges, who is Director of Human Resources Policy at the Bank of Eastern England, believes there is more talk than action in this area. (10) One way, he believes, for companies to show how serious they are about individual learning is lo make it an official part of company practice, as the Bank of Eastern England has done. (11) This document, he points out, has made the role of managers clear, and the company has also invested huge amounts of money educating managers so that they can then train their staff.

Another company, British Chemicals. has contracted an independent organization to help staff with confidential career advice. According to John rates, the head of Individual Learning and Development at British Chemicals. there is an important role for outside agencies to play in the career management process. He adds that it is company policy for managers to give all staff 'roadmaps' which show possible career routes within the company structure. (12) This has worked especially well. he says, for staff who are used to depending on their line managers for guidance.

Many large organizations now recognize that career development cannot be regarded in isolation, and must be part of an overall business strategy. Human Resources has a real role to play in building a strong workforce which meets a company's long-term business needs and makes it more competitive.

A. Its policy statement says that by 2006, eighty percent of its stall' will have a professional qualification.

B. He argues that while Human Resources managers are saying the way forward is through self-managed learning and self-development, they are still failing to provide adequate learning resources.

C. This change of attitude means employers need to place more emphasis on giving staff the chance to develop a range of skills through horizontal job moves.

D. It points out that employees need to know what the overall company's vision is in order to achieve it.

E. The problem that often arises is that, while they are increasingly encouraged to manage their own careers, they arc not provided with the knowledge and training to do this.

F. They are able to sec that, contrary to expectations, jobs in different fields are similar
