The study found that eleven million adults, or five percent, cannot read English. They could not answer even the easiest written questions. Of that number, thirteen percent can perform. complex tasks like comparing two different newspaper commentaries. Researchers say part of the problem is that many young Americans do not read much for pleasure anymore. Also, there are greater numbers of non-English speaking immigrants. (30) Reading skills can directly affect the ability to earn a living. The best readers were found to earn up to twenty-eight thousand dollars a year more than those who lacked simple reading skills. Adult reading skills were about the same or lower across every level of education. This was true even among people who have completed college. By race and ethnic group, blacks and Asians had the biggest increases in English reading skills. Overall, American adults improved the most in answering questions that involved numbers. (31) The Department of Education says the literacy findings show the need for reforms especially at high school level.

One of the favored techniques is to stand between two subway cars and, as the train starts pulling out of the station, reach out and pull free a woman's purse.

Recently, a crime analysis officer for the New York Police Department found that purse stealing in Manhattan's top restaurants was up 5 percent over the previous year. When a woman puts her purse on a vacant chair at a table or at her feet beside her chair, she is inviting a purse snatcher to take it. Purse snatchers often work in pairs. When a target in a restaurant is sighted, one of them will create some kind of disturbance to gain the victim's attention. While the woman is looking away from her table, the actual snatcher will lift the purse. A popular technique is for the thief, man or woman, to carry an umbrella with the curved handle down. The umbrella handle suddenly hooks the bag and in an instant it is on the thief's wrist or under the coat over his arm if he is a man, and on its way out of the restaurant. Police advise that women in restaurants keep their purses either on their laps or on the floor between their legs.

Other purse snatchers who operate in theaters are called "seat tippers", victimizing women who put their purses down on an adjacent empty seat. Yet others specialize in snatching purses from ladies' rooms. When a woman is in a toilet stall, her purse should never be placed on the floor or hung on the coat hook on the door.

This year, one of the subjects is a tutoring program that provides extra help to students in Rochester, New York. The Rochester City School District was one of five in the nation recognized by the Bush administration for their tutoring programs. Tutoring is big business in the United States these days. There are private learning centers where parents can take their children after school. Test preparation companies are also doing well. One reason for all this tutoring is the growing competition for places at top universities. Another influence is the Bush administration’s federal education law, called No Child Left Behind. The law requires services like free tutoring for poor students at schools that fail to meet educational goals for three years. There is federal money to pay the tutors. But the No Child Left Behind law does not say who must do the tutoring. It can be a private company or local teachers. The law does say, however, that the provider must have shown a record of effectiveness in helping students learn. In Rochester, the tutoring is provided by a teachers union, the Rochester Teachers’ Association. The program began in the spring of 2003 with 47 students and 15 tutors.

The nation's employers added only 138,000 jobs, well below the average of 210,000 a month since last November. The unemployment rate, however, held at a low 4.7 percent. The contradictory numbers left economists unsure whether the weaker April job growth was just a hiccup or early evidence of a slowdown in the economy.

"I am inclined to say that the weak April report is noise in the numbers," said economist Ian Shepherdson, "but I'm not certain. We may be getting an early, ambiguous signal that the economy is weakening. Turning points sometimes start this way."

Wall Street saw in the April jobs report a justification for policy makers at the Federal Reserve to stop raising interest rates after doing so one more time at their next meeting, on Tuesday. Reflecting this sentiment, the Dow Jones industrial average soared.

The Dow closed at 11,577.74, up 138.88 points for the day. That was its highest level since January 2000, the month in which the bubble market of the late 1990's finally ended, peaking at 11,722.98. Some interest rates fell yesterday for the same reason that stock prices rose.

"There is still a substantial minority on Wall Street who say there is a reasonable chance that the Fed will raise rates in June," Mr. Shepherdson said, "but stock market investors focused on what the increased employment numbers suggest."
