When Kathie Gifford's face was splashed across the newspapers in 1996 after her lucrative
line of Wal mart clothing was exposed as the work of underpaid laborers in New York City's Chinatown, the Department of Labor and the White House teamed up to condemn such practices. With much fanfare, President Clinton's administration launched the "No Sweat" campaign, which pressured retailers and manufacturers to submit to periodic independent inspection of their workplace conditions.

This campaign urged manufacturers to sign the Workplace Code of Con duct, a promise to serf-regulate that has since been adopted by a handful of retailers and many of the nation's largest manufacturers, including Nike and L.L. Bean. However, the Department of Defense, which has a $1 billion garment business that would make it the country's 14th largest retail apparel outlet, has not signed the Code of Conduct. In addition, it has not agreed to demand that its contractors submit to periodic inspections. Because the Department of Defense has not agreed to adhere to the cede, the job of stopping public sector sweatshops falls to the Department of Labor. Federal contractors that persist in violating wage laws or safety and health codes can lose their lucrative taxpayer financed contracts. But Suzanne Seiden, a deputy administrator at the Department of Labor, says that to her knowledge, the department has never applied that rule to government apparel manufacturers. "I just assume that they are adhering to safety and health requirements," she says. According to records obtained by Mother Jones, through a Freedom of Information Act request, the Occupational Safety and Health Administration has cited Lion 32 times for safety and health violations in the past 12 years.

It's interesting that technology often works as a servant for us, yet frequently we become
a servant to it. E-mail is a useful tool but many feel controlled by this new vehicle. The average businessperson is getting about 80 e-mails per day and many feel that about 80% of the messages in their "In Box" are of little or no value.

So, I have four suggestions to help you to become better at "Easing E-mail"

1. Get off the lists. The best way to deal with a problem is to never have it. If you are receiving a lot of unwanted e-mails, ask to be removed from the various lists. This would include your inclusion in unwanted "cc" lists (抄送名单).

2. "Unlisted address". Just like getting an "unlisted" telephone number that you share only with those whom you want to give direct access, you might want to get a separate e-mail address only for the important communications you wish to receive.

3. Check it once or twice per day. Many I speak with are becoming chained to their email server, monitoring incoming email on a continuous basis. Maybe this is because e-mail creates its own sense of urgency, but most of the communications are not all that urgent. I respond to them a couple of times per day.

4. Deal with it. As you open each e-mail do one of the following:

a. If it requires a quick response, respond to it and delete it.

b. If it is going to take any serious amount of time to respond, schedule it for action in your Day Planner and then download the message, save it, or print it out for future action.

I personally receive approximately 250 e-mails per day and by practicing the suggestions above, I can handle that volume in about an hour, taking advantage of this fantastic tool but not being con trolled by it to the distraction (分心) of more important tasks in my day.

are controlled by information that exists only inside computer memories. Anyone clever enough to modify, this information for his own purposes can reap substantial rewards. Even worse, a number of people who have done this and been caught at it have managed to get away without punishment.

It's easy for computer crimes to go undetected if no one cheeks up Mint the computer is doing. But even if' the crime is detected, the criminal may walk away not only unpunished but with a glowing recommendation from his former employers.

Of course, we have no statistics on crimes that go undetected. But it's disturbing to note how many of the crimes we do know about were de tected by accident, not by systematic inspections or other security procedures. The computer criminals who have been caught may have, been the victims of uncommonly bad hick.

For example, a certain keypunch operator complained of having to stay overtime to punch extra cards. Investigation revealed that the extra cards she was being asked to punch were for dishonest transactions. In another ease, dissatisfied employees of the thief tipped off the company that was being robbed.

Unlike ether lawbreakers, who must leave the country, commit suicide, or go to jail, computer criminals sometimes escape punishment, demanding not only that they not lee charged but that they be given good recommendations and perhaps other benefits. All too often, their demands have been met.

Why? Because company executives are afraid of the bad publicity that would result if the public found out that their computer had been misused. They hesitate at the thought of a criminal boasting in open court of how he juggled the most confidential records right under the roses of the company's executives, accountants, and security staff. And so another computer criminal departs with just the recommendations he needs to con tinue his crimes elsewhere.

Insomnia is proof that you are not calm of mind, clear of conscience, at peace in your body. "Insomniac" sounds suspiciously like "maniac."

3 Anywhere you turn these days there's someone counseling us on how to avoid the insomnia plague, which, we're warned, can be caused by pizza, Scotch, depression, work, love, arthritis, coffee, red wails, Excedrin, Letterman and "Nightline". In short, insomnia is caused by life.

4 In a recent New York Times article on two new sleeping pills, one expert called insomniacs "one of the largest potential pharmaceutical markets in the world." Who needs tax cuts when you have sleep disorders to bolster the economy?

5 But hang on. Insomnia deserves a defense, not just a pill.

6 Especially in winter, I hear a lot of Chicagoans complain of insomnia, and it's certainly the season when my eyes are likely to pop open between 2 a. m. and 4 a.m. All of us who've ever suffered from insufficient sleep know its terrors—the crankiness, the disorientation, the hollow eyes, the bedraggled skin and spirit. We also know that one good night's sleep seems to cure almost everything, from premature aging to an Orwellian world view.

7 But the problem a lot of us mean when we talk about insomnia isn't insomnia. The problem is sleep deprivation, often caused by the lack of time to go back to sleep after a round of insomnia. Insomnia itself is something else, something that can come close to bliss.

8 Insomnia has given me exquisite moments in my life. In fact, it's when I finally gave in to my occasional insomniac bouts a few years ago that I came to relish those moments of stillness, freed from obligation, distraction and the hum of the busy, waking city.

9 In the tiny bedside light of 3 a. m. , with a concentration it's hard to muster in more chaotic hours, I've had the kind of ecstatic, fiercely engaged reading experiences it's hard to find past the age of 10. "A Fine Balance." "A Civil Action." Edward P. Jones' wonderful new novel, "The Known World." One reason I remember these books so vividly is that I read them in the quiet of the middle of the night, when words, feelings and ideas seep deeper than they do in ordinary waking hours. And does anybody who's not insomniac have time for magazines?
