One hundred new bookstalls that will sell newspapers as well as books have been making their debut on city streets since Saturday morning.

The newsstands are part of the city's efforts to improve the appearance of streets and neighborhoods. The newsstands' design, featuring large glass window, will help the customers to see what is on sale at a glance.

An electrical screen on the newsstands will announce immediately the arrival of. the latest papers. There will be 1,000 newsstands by the end of the year. The newly formed company will manage the stalls. According to sources from the company, over 80 percent of the people hired to operate the stands will be recruited from laid-off workers. This means the project will help ease the city's unemployment pressure, sources said.

All recruited will undergo a training programme and be dressed in green uniform. Municipal Vice Party Secretary Gong Xueping said the installation of the 100 stands was just the first step towards the objective of setting up 1,000 stands in the city by the end of the year.

He said the creation of the stalls would be of particular significance to the enhancement of the city's spiritual civilization. He also made some suggestions regarding the location, design and construction of the new stands and the renovation of the existing newsstands.

Another bizarre moment came late in the second quarter when the Japanese center, Tomohiro Suzuki, suffered a concussion and was knocked out cold as he collided with the knee of one of his own teammates. There have also been several other injuries, including the loss of starting forward, Masa Harada.

Some of the coaches on the U.S. team are attributing the team's sluggish performance to some raw fish they had last night while attending a banquet in their honor. Who knows what'll be next. OK. It looks like we're ready for the second half.

The size of the Chinese economy is likely to climb, in world rankings, from its current position as the sixth largest to the second largest by 2030, said economists with global investment bank Lehman Brothers.

With its gross domestic product (GDP) growing at an annual rate of 6 per cent, China will come in after the United States to secure the second place spot, the economists said.

Such an economy stands to offer exciting business and capital market opportunities to foreigners over the next 10 years or so, said Robert Subbaraman, a Lehman Brothers senior economist who is the co-author of a newly released comprehensive report on China's economic, political, social and foreign policy prospects over the next 10 years.

At a press conference last week in Beijing, Subbaraman and his colleagues offered detailed explanations of their forecasts regarding the impact of the country's accession to the World Trade Organization (WTO), growth opportunities and how to do business in China.

WTO Impact

China's economy will be disrupted in the short term, but in the long run, it can benefit immensely from its WTO entry, said Subbaraman.

Rising numbers of bankruptcies and displaced workers are likely, as increased trade competition after the WTO forces a reallocation of resources away from protected and less competitive industries to sectors where China has more of a comparative advantage, he said.

According to the International Monetary Fund, WTO accession will subtract 0.3 per cent from China's real GDP growth in the first year.

Subbaraman said potential losers from the accession include the highly protected agricultural, telecommunications and banking sectors and some of the more capital-intensive ones such as the auto industry.

Besides short-term adjustment costs, WTO accession will have a profound effect on the composition of China's balance of payments, he said.

The reduction in trade barriers will lead to a substantial increase in merchandise imports but only a modest rise in exports.

Furthermore, WTO entry will help spur the development of the legal and regulatory framework and accelerate reform. in the bank and enterprise sectors, thus creating demand for foreign services — financial, accounting, management consultancy and legal — to support restructuring.

As a result, the current account surplus of US $ 20.5 billion in 2000 is likely to decrease and could sink into a small deficit by 2003, Subbaraman said in his report.

However, the decrease in Chinas s current account should be more than offset by an improvement in the capital account, noted Paul Sheard, chief economist for Lehman Brothers Asia.

The liberalization of China's services sector should attract stronger FDI (foreign direct investment) inflows, while measures to strengthen the rule of law and to broaden and deepen the bond and equity markets should help deter portfolio capital flight.

"On our estimates, actual FDI will soar from US $ 46. 8 billion today to a round US $ 65 billion by the end of 2003,” he said, adding that China's overall balance of payments surplus is expected to increase steadily in the coming years.

"This means that the tendency for the RMB will be to appreciate once China begins to move toward a more flexible exchange rate regime," he said.

In the long run, WTO entry is expected to add around 1.3 per cent per annum to China's GDP growth, he added.

"We are optimistic that China will achieve an average 6 per cent growth over the next two decades," he said at the press conference.

In response to today's World Trade Organization (WTO) Appellate Body decision declaring the Bush Administration's Section 201 steel tariffs contrary to WTO obligations, Consuming Industries Trade Action Coalition Steel Task Force (CITAC STF) Chairman William E. Gaskin urged President Bush to terminate the steel tariffs immediately.

Gaskin stated, "In addition to the continuing damage and job losses that the tariffs are causing U.S. steel consumers, the U.S. now faces billions of dollars in retaliatory tariffs by our trading partners. For the sake of the U.S. manufacturing sector, it's time to end the tariffs now. Manufacturers need some positive news and a quick end to the steel tariffs will help send a message that the President supports American manufacturers and understands the requirement that they be globally competitive."

The WTO Appellate Body ruling today that the U. S. steel tariffs violate the WTO Safeguards agreement was widely expected. "As the world's leader in trade liberalization and opening markets around the world, the United States cannot afford to ignore the requirements of the WTO system," said Lewis Leibowitz, Counsel to the CITAC STF. "Our preliminary review of the decision indicates that it is consistent with WTO precedent in ruling that the U.S. violated the WTO Safeguards Agreement in imposing the tariffs last year. Based on Article 8 of the Agreement, the EU and seven other countries would be within their rights to impose restrictions on U.S. exports potentially totaling billions of dollars, not to mention other countries that did not bring a case against the U. S."

The WTO Appellate Body decision will become official in early December. The European Union (EU) has announced that it will retaliate on U.S. exports to the EU worth $ 2.2 billion five days after the decision is official unless President Bush ends the tariffs. Other U.S. trading partners are expected to announce retaliatory measures as well.

President Bush is expected to decide any day on the future of the steel tariffs. In September 2003, the U. S. International Trade Commission's midpoint review of the steel tariffs showed that the tariffs have cost the U.S. economy $ 987.2 million and thousands of U.S. jobs. Numerous economic studies have also found that the tariffs caused far more damage to the U.S. economy than helped the domestic steel industry.

Gaskin concluded, "Eliminating the steel tariffs will remove a tax being paid by U.S. steel consuming industries and avoid damaging tariffs being placed on U.S. exports by the EU and other trading partners. The debate should be over. Any good that the tariffs might have accomplished has been achieved and it is time to end them."

Whoever said that victory has many fathers and defeat is an orphan, surely had never heard
of the World Trade organization (WTO). In the case of the hapless multilateral trade body and its long suffering representatives, the total failure of the opening meeting of the so-called Millennium trade round has lots of people boasting of their role in the violent physical struggle. Well. That's just brilliant. They are proud of being part of a movement that wants to wreck the most important engine of economic growth, prosperity and overall global rising living standards we have--the freedom of trade and movement of people and goods between nations.

The 135-members WTO is composed of sovereign governments wishing to further this goal and ease the settlement of international trade disputes. From the sounds emanating from Seattle, though, it would now seem the WTO has now replaced the Trilateral Commission and the Freemasons as candidate No. 1 to take over the world.

Everybody has his favorite Seattle story. The city's police chief will have plenty of time to think about his, having now resigned in disgrace over the loss of control of downtown Seattle. The Seattle business community may be more inclined to brood over theirs; the poor fools invested $ 9 million to attract the meeting to their fine city. What stands out more? I would nominate the union of steel workers who were marching in protest. It's an image that will boggle the mind for years to come.

The debate now is over just how effective this anti-globalist coalition will turn out to be. In the heat of the moment, it always looks as though the world as we know it is coming to an end. But the overwhelming likelihood is that we have not actually seen a replay of the anti-Vietnam War movement, which had much clearer focus, obviously, though its consequences were far-reaching. How long, after all, can you protest against cheap imports when those same imports are all over your house?

No, the real reason for the disaster in Seattle is political, and reports coming out of the meeting point to President Clinton as a major culprit. Which may be both good and bad. Taking the long view, other trade rounds have had difficult beginnings, too. It took years to get the Uruguay Round under way, which finally happened in 1986. Thankfully, we will soon be electing another president, and it should be someone whose actions match his rhetoric.

Still, it is a disgrace that the world's greatest trading nation, i. e. the United States, is currently led by a man whose motivations are so narrowly political and egocentric that he has now wrecked any chance of entering the history books as a champion of free trade.
