听力原文: Another problem with children involved is child abuse. Child abuse covers a wide range of parental actions that result in harm being inflicted on children of all ages. The kind of abuse, however, varies with age. Infants and pre-school children are most likely to suffer deliberately inflicted fractures, bums, and braises. This is known as the battered-child syndrome, first identified during the 1960s. Historically, reported cases of sexual abuse, ranging from molestation to incest, primarily involve male perpetrators and school-aged or adolescent female victims. More recently, however, a growing number of pre-school Victims and male victims have been identified.

Some states have broadened their statutory definitions of abuse to specifically include emotional or mental injury. Constant parental rejection, for example, can permanently cripple a child's personality.

No investment offers a better return than giving the children the best start in life. Rese
arch has shown that for every US $1 spent -I would say invested -- on early childhood programs, countries enjoy cost savings of US $7. That is a pretty spectacular return. But it should not be surprising. It should be obvious.

Young children who receive good early care are less likely to die, get sick, fail in their school education or require remedial services. They will be able to support themselves and their families, push their societies forwards and help to break cycles of illness, deprivation and discrimination. Investing in early childhood plays a direct role in sustainable poverty reduction.

By young, I mean from before birth until the child is established in school at about the age of eight, but the first three years -- including the pre-birth period -- are particularly vital. This is when mental and physical capacities are forming and gaining strength.

UNICEF, the United Nations international Children's Emergency Fund, has long recognized the importance of these early years. More than half our program budget is devoted to early childhood. But last year, we went one step further. We made integrated early childhood development one of our five priorities (alongside girls' education, immunization (接种), HIV/AIDS and child protection).

Progress in one area contributes to progress in others. Tackling deficiencies in iron and iodine (碘) will improve not just physical health, but long-term brain development. The children of a healthy, educated, secure mother will thrive, rather than simply survive. Enhancing the role of fathers pays equal dividends (红利).

We need to focus most intensely on the under-threes, looking for ways to strengthen families' ability to care for their children, increasing their access to good quality, basic services, promoting gender equality and reinforcing national policies.

. Human capital is key. The more it is developed, the better we are. Modern goods and services require high value added input. More American mothers than ever are working, and more workers are mothers. Yet their march
into the world of paid work continues to cause suspicion. One recent survey found that 48 percent of Americans believe that preschoolers suffer if their mothers work, while another found that 42 percent of employed parents think that working mothers care more about succeeding at work than meeting their children's needs.

All mothers deserve our support--those who care for children at home and those who have joined the work force. But many working mothers continue to believe that they are shortchanging (少找钱)their children. They shouldn't. Research tells us that kids do just fine when mothers work.

Suzanne Bianchi a scientist of the University of Maryland, has found that mothers today spend as much if not more time with their children than they did in 1965, even though the percentage of mothers who work rose from 35 percent to 71 percent. Then there are the obvious financial benefits. For many children, these earnings are the difference between living in poverty—or out of it.

The kids are all right. Studies conducted by the University of Michigan have consistently demonstrated that a child's social or academic competence does not depend on whether a mother is employed. In my research four out of five children (nine out of ten in single parent families) told me that having a working mother was their preferred arrangement. My study found that children with working mothers are no more likely to drop out, take drugs, break the law, or experiment with sex prematurely than children with non-employed mothers. Children have taken their mothers' example to heart. Ninety percent of the young women I interviewed said they hoped to combine work with motherhood, while two-thirds of the men said they wanted to share parenting and work.

Sadly, children support working mothers more than we do as a society. Parental leave and child-care benefits in the United States remain inadequate, particularly when compared to what's offered in other countries. Children thrive when their mothers have satisfying, well-paid jobs when they can count on other caretakers to share the load. The challenge facing us is thus not whether good workers can also be good mothers, but whether we can create the conditions that enable working mothers and fathers to be good parents.
