The agreement aims to replace a hodgepodge of measuring systems with a uniform. standard that will allow parents, students, educators and politicians to compare state graduation rates. Virginia Gov. Mark R. Warner(D) , the outgoing chairman of the National Governors Association, said that with uniform. data on graduation rates and eventually dropout rates, states will have tools to help them track and target efforts to push all students to graduate from high school.

Education experts say a key predictor of whether students eventually will graduate from college is not race or economic circumstances but whether they completed a rigorous course of study in high school. Warner has used his year as NGA chairman to spearhead the initiative to raise awareness of the weaknesses of U. S. high schools and establish higher standards and more difficult curricula.

Governors reiterated Sunday their belief that global competitiveness has left U.S. students in a precarious position, with an economy that demands greater skills but a high school system still designed for the old economy.

Yet our science teaching of nonscientists, in school and college, has built up mistaken ideas, dislikes, and the common boast, "I never did understand science." Even those students who arrive at college with plans to become scientists usually bring a mistaken picture of science: some have a collection of unorganized facts about science, and some regard the study of science as a game which involves getting, the right answer.

The first of these attitudes seems to come from a kind of course which provides various kinds of information; the second, from a training course on how to pass examinations that do not ask about the student's understanding but simply require him to put the numbers in the fight formulas. Neither type of course (in school or college) seems to give students an understanding of science as we find it among scientists. Young people need good teaching of science, not so much a great wealth of knowledge as a healthy understanding of the nature of science. They need an understanding of knowledge leading to a sympathy with science and a keen awareness of the way scientists work. Given these, it is easy to encourage later reading and leaning.

Violence in northern Mexico has soared this year as cartels from the western state of Sinaloa battle local Gulf cartel rivals for control of the lucrative cross-border cocaine, marijuana and amphetamine trade.

Earlier this year, the U.S. government called on Mexico to combat violence on the border, and twice warned U.S. citizens about travel to cities south of the Rio Grande. Mexico told Washington to stay out of its affairs.

Abbott expressed particular concern for security in Nuevo Laredo, south of Laredo, Texas, where 87 people have been murdered this year and some 30 U.S. citizens have been kidnapped since last August.

"We want to do everything we can to eliminate violence ... and keep residents of Laredo and Nuevo Laredo as safe as possible," he said.

Abbott said Texas has allocated $5 million to improve law enforcement communication in border communities since the crisis in Nuevo Laredo began last year, including $1.2 million for the Laredo area.

Governors from states on both sides of the 2,000-mile border are meeting in the Mexican town of Torreon on Thursday and Friday. Crime and border security are high on the agenda.
