First, the price-earning ratio on European stocks is at about 30% to 40% discount to U.S. stocks -- as big as it has been in the last 30 years. Second, the euro at 87 cents to the dollar is a competitive plus. Investors will earn more money in Europe in the next 12 months than they will in the Standard &Poor's 500-stock index.
Do you target specific countries when you compile your European portfolio？
Traditionally, people would try to pick the best currency block or the best country. But we are the opposite of the traditional global investor. What we are looking for is a great global competitor. Nestle is considered as the best food company in the world and Disgeo as the best drink company. We would like m own their stock.
What's the fund's biggest holding？
A company from Belgium called Group Bruxelles Lambert(GBL). It is really a holding company and has big investments in two French companies. In addition, it also holds a 25% interest in Bertelsmann, the private German media group. Along with the 25% interest, it got the right to force Bertelsmann to have a public offering no later than 2005. We believe that Bertelsmann is worth between $25 billion and $35 billion. When Bertelsmann does go public in the next few years, we would expect GBL to increase by at least 50%.
Do you think that Europe's economy will have a pickup？
Not really. Most strategists favor more cyclically sensitive companies, anticipating that economic improvement in the U.S. will filter through Europe and lead to a rebound. Our view is that the recovery in Europe will not be that strong and a lot of those stocks have already moved up.
How do you break down Europe on a country-by-country basis？
Germany and France are really falling short. There has been a lot of backtracking in terms of willingness to lower taxes, enhance transparency, and encourage shareholders democracy. Britain and Scandinavia are well ahead of France and Germany. The Italians are making some more capitalist-type noise, which is also creating a lot of labor unrest. Spain has been growing steadily. Britain is expected to slow down but isn't really slowing that much.
Can you say something about the euro, Mr Lyon？
Well, the euro is probably a cheap currency. Academic models put its value at from 95 cents to $1.10. On the other hand, the euro is still a synthetic currency. Hopefully, the euro won't go any lower. It doesn't seem to have benefited European countries' trade situation. They have a current-account surplus with the U.S. but the euro doesn't seem to be a huge competitive weapon for them.

Mr Clinton's presumptive Republican challenger, retiring Senator Bob Dole, has repeatedly disapproved of Mr Clinton's record on fighting crime. The president is expected to argue that his policies have helped make American communities safer places. Mr. Singh: Whenever a country modernises there is speculation that the new generation will be dramatically different from those that preceded it, in particular more Westernised. Much of that speculation is based on superficial observations regarding rock music and the like. However most studies show that new generations retain much, though not all, of the core values of their culture. Cultures change very slowly. What is changing quickly is the environment in which they live, their living standards, opportunities for advancement, and self-fulfilment. Young Indians certainly have more opportunities today.
Presenter: Where does your information come from？
Mr Singh: I have two children in their early twenties. I see their generation at close quarters. I often travel to both rural and urban places in India, and I see the young people there. The current generation has. by and large, rejected politics as a primary concern. They have grown up with a TV and a telephone either at home or in the vicinity. They have watched MTV but they still go the temple, and most of them seriously believe that God exists. Regarding the opportunities that Mr Singh mentioned, for the first time, it is acceptable in India for a kid to say that he or she wants to be an actor, a singer, a fashion designer, a writer, a cricket player as a profession without parents losing sleep. It also means that they have many choices of role model. When I look at young people around me, I see more hope than helplessness.
Presenter: Mr Singh, what is the main advantage that young people in India have？
Mr Singh: The biggest advantage the youth of India have is mobility. It is very easy for them to move about the country and follow opportunities--an edge the Chinese youth, for example, do not currently have. Also, young Indians are quickly adapting to new technologies, and English is now being more widely accepted and spoken than ever before. India's youth have a very unique advantage, a combination of mobility, language and knowledge of technology. Add to that a country that has an entrepreneurial spirit and a very clear intent to adapt to Western culture.
Presenter: Are there any problems, as far as you can see？
Mr Singh: I think that the biggest overall problem is with infrastructure, but as far as things that directly affect the younger generation are concerned, I think that the main problem is that parents from the growing middle class are pushing their children ever harder at academic activities. They believe this is the only way to stand out and survive in a system which is cutthroat because of the exploding population and as education becomes more and more accessible to the masses. However, many parents are granting their children more choice, particularly in the area of choosing their own careers. The youth of today are definitely more aware of the choices available to them.
Presenter: Do you think that competition is a problem？
Mr Singh: Not at all. It leads to creativity. The younger generation is more creative. Competition ensures that creativity is likely to be the best way to get ahead. Though it is largely believed that the culture-and-value-system-torch-bearing youth are losing their way, I still believe that relates to a small percentage. The combination of the Indian value system and the Western approach is a winning one and if the Indian youth can manage to achieve the fight balance, global organisations will want their skills.

Everyone knows a stone bounces best on water if it's round and flat, and spun towards the water as fast as possible. Some enthusiasts even travel to international stone-skimming competitions, like world champion Jerdone Coleman-McGhee, who made a stone bounce 38 times on Blanco River, Texas, in 1992.
Intuitively,a flat stone works best because a relatively large part of its surface strikes the water, so there's more bounce. Inspired by his eight-year-old son, physicist Lyderic Bocquet of Lyon University in France wanted to find out more. So he tinkered with some simple equations describing a stone bouncing on water in terms of its radius(半径) ,speed and spin, and taking account of gravity and the water's drag.
The equations showed that the faster a spinning stone is travelling, the more times it will bounce. So no surprise there. To bounce at least once without sinking, Bocquet found the stone needs to be travelling at a minimum speed of about 1 kilometre per hour.
And the equations also backed his hunch(直觉) that spin is important because it keeps the stone fairly flat from one bounce to the next. The spin has a gyroscopic(陀螺的) effect, preventing the stone from tipping and falling sideways into the water.
To match the world record of 38 bounces using a 10-centimetre-wide stone, Bocquet predicts it would have to be travelling at about 40 kilometres per hour and spinning at 14 revolutions a second. He adds that drilling lots of small pits in the stone would probably help, by reducing water drag in the same way that dim pies on a golf ball reduce air drag. "Although I suppose that would be cheating," says Bocquet.
He and his team at Lyon hope to design a motorized "catapult" that can throw stones onto a lake with a precise speed and spin, to test if the predictions stand up.
Bocquet adds that he's probably just rediscovering a piece of history. British engineer Barnes Wallis must have done the same sort of maths and experiments when he was designing his famous bouncing bombs for the Dambusters squadron(中队) during the Second World War.
