A rambling though dilapidated farmstead called Hougoumont, which was crucial to the battle’s outcome, is being painstakingly restored as an educational center. Nearby, an underground visitor center is under construction, and roads and monuments throughout the rolling farmland where once the sides fought are being refurbished. More than 6,000 military buffs are expected to re-enact individual skirmishes.
While the battle ended two centuries ago, however, hard feelings have endured. Memories are long here, and not everyone here shares Britain’s enthusiasm for celebrating Napoleon’s defeat.
Every year, in districts of Wallonia, the French-speaking part of Belgium, there are fetes to honor Napoleon, according to Count Georges Jacobs de Hagen, a prominent Belgian industrialist and chairman of a committee responsible for restoring Hougoumont. “Napoleon, for these people, was very popular,” Mr. Jacobs, 73, said over coffee. “That is why, still today, there are some enemies of the project.”
Belgium, of course, did not exist in 1815. Its Dutch-speaking regions were part of the Kingdom of the Netherlands, while the French-speaking portion had been incorporated into the French Empire. Among French speakers, Mr. Jacobs said, Napoleon had a “huge influence — the administration, the Code Napoléon,” or reform. of the legal system. While Dutch-speaking Belgians fought under Wellington, French speakers fought with Napoleon.
That distaste on the part of modern-day French speakers crystallized in resistance to a British proposal that, as part of the restoration of Hougoumont, a memorial be raised to the British soldiers who died defending its narrow North Gate at a critical moment on June 18, 1815, when Wellington carried the day. “Every discussion in the committee was filled with high sensitivity,” Mr. Jacobs recalled. “I said, ‘This is a condition for the help of the British,’ so the North Gate won the battle, and we got the monument.”
If Belgium was reluctant to get involved, France was at first totally uninterested. “They told us, ‘We don’t want to take part in this British triumphalism,’ ” said Countess Nathalie, a writer and publicist who is president of a committee representing four townships that own the land where the battle raged.
The suggestion has been made that a true universal language exists already. Margaret Mead, among others, recently proposed that sign language is the universal language pat excellence. According to this claim, sign language is not only universal, but easy to learn. It could, therefore, be used by anyone for world-wide communication.
This proposal was made also by early writers on sign language, such as the Abbe de I' Epee, the French priest who founded public education for the deaf late in the 18th century, and Remy Valade, who wrote the first grammar book on French Sign Language in 1854. These authors believed that sign language imitates objects and events and presents them as they occur in nature, just as an artist paints the scene in front of him.
According to de. I' Epee and Valade, there is one Sign Language, which is a natural language uniting deaf people everywhere in the world. They suggested that if hearing people learned to communicate in sign language, the world would have an excellent, ready-made universal language.
However, even a brief look at the known sign languages of the world invalidates this contention. American Sign Language, British Sign Language, Japanese Sign Language, Danish Sign Language, and other sign languages differ from each other as much as spoken languages differ. Just like different spoken languages, different sign languages are mutually unintelligible. For instance, a deaf person from Britain, who knows only his own sign language, cannot understand two deaf Americans signing to each other in ASL.
Today, linguists who study ASL believe that it is "natural" in the same sense that English, French, and Russian are natural languages. Every natural language plays an important role in the day-to-day life of the people who use it, providing a group of people with a means for communicating with each other as well as a means for passing on knowledge from generation to generation. Constantly changing, natural languages adapt to meet the new conditions and particular needs of subgroups of the community. It is through change and adapration that natural languages show their life.
On the other hand, a language such as Esperanto, invented to be a universal system, lacks the community roots so identifiable in natural languages. With the form. of the language determined at the time of its invention, such a language remains changeless. Like a plastic flower, it has only the appearance of life.

"There could be a network of international centres which would produce nuclear fuel elements on demand for countries that do not have a full production chain," Vladimir Chizhov, the Russian ambassador to the EU, said as he announced the plan in Brussels on Tuesday (11 July).
In June EU leaders endorsed a report which advocated "creating an international regime for the supply of enriched uranium to countries that have chosen the nuclear option", but EU officials pointed to difficulties with the Russian proposals. Binding safeguards in the Euratom treaty on the handling of nuclear materials would make it difficult for EU member states to become substantially involved in the deal. Diplomats from some EU member states also indicated that they would prefer to see any international system run by the International Atomic Energy Agency rather than simply backed by the G8. Without IAEA involvement, they said, the plan could simply result in a proliferation of nuclear weapons. EU member states which are opposed to nuclear technology such as Germany and Ireland, are likely to protest against promoting the possible expansion of nuclear energy. But the proposal might be used to solve the ongoing diplomatic dispute with Iran over its nuclear programme. Moscow had previously proposed the establishment of a Russia-Iran joint enrichment facility on Russian soil, which would satisfy international demands for Iran to halt its domestic enrichment activities. The EU, too, has offered to give Iran unspecified nuclear technology in return fur stopping uranium enrichment. The EU and other leading world powers agreed on Wednesday (12 July) to refer Iran back to the United Nations Security Council after Tehran failed to respond quickly enough to an offer of incentives to suspend its uranium enrichment programme. The decision followed an unproductive meeting between EU foreign policy chief Javier Solana and Iran's chief nuclear negotiator Ali Larijani in Brussels on 11 July. French Foreign Minister Philippe Douste-Blazy said: "The Iranians have given absolutely no indication of their readiness to seriously discuss the substance of our proposal." After that meeting Larijani said that the Russian and EU offers were still under consideration. Some EU diplomats have questioned Russia's motives for proposing the deal, pointing to the potential financial windfall that Russia could enjoy if it received international backing for the export of its nuclear technology. Russia's trade in nuclear materials is worth an estimated ∈200 - 300 million with the EU alone. Russia has repeatedly called on the EU to revise its Euratom treaty to allow greater EU imports of Russian fuel.
