World Trade Organization(WTO)is an organization that intends to supervise and liberalize international trade. The organization officially commenced on 1 January 1995. The organization deals with regulation of trade between participating countries; it provides a framework for negotiating and formalizing trade agreements, and a dispute resolution process aimed at enforcing participants adherence to WTO agreements, which are signed by representatives of member governments and ratified by their parliaments. Among the various functions of the WTO, these are regarded by analysts as the most important: It oversees the implementation, administration and operation of the covered agreements. It provides a forum for negotiations and for settling disputes. Additionally, it is the WTOs duty to review and propagate the national trade policies, and to ensure the coherence and transparency of trade policies through surveillance in global economic policy-making. Another priority of the WTO is the assistance of developing, least-developed and low-income countries in transition to adjust to WTO rules and disciplines through technical cooperation and training.
The WTO was born out of negotiations,and everything the WTO does is the result of negotiations.The bulk of the WTO’s current work comes from the 1986–94 negotiations called the Uruguay Round and earlier negotiations under the General Agreement on Tariffs and Trade (GATT).The WTO is currently the host to new negotiations,under the ‘Doha Development Agenda’ launched in 2001.
Where countries have faced trade barriers and wanted them lowered,the negotiations have helped to open markets for trade.But the WTO is not just about opening markets,and in some circumstances its rules support maintaining trade barriers — for example,to protect consumers or prevent the spread of disease.It also means ensuring that individuals,companies and governments know what the trade rules are around the world,and giving them the confidence that there will be no sudden changes of policy.In other words,the rules have to be "transparent" and predictable.
Giving them more time to adjust,there will be greater flexibility (灵活性) and special privileges.Over three-quarters of WTO members are developing countries and countries in transition to market economies.The WTO agreements give them transition periods to adjust to the more unfamiliar and,perhaps,difficult WTO provisions.
